President Sadyr Zhaparov has signed an amnesty decree for foreign nationals in Kyrgyzstan. If you are in the country with an expired visa, missed registration, cancelled residence permit, or any other migration violation, you have a narrow 31-day window — July 1 to July 31, 2026 — to leave Kyrgyzstan without fines, penalties, or an exit-visa fee. And if you are a company owner employing foreign workers, this is your chance to legalize their status the right way. This guide explains exactly what the decree covers, how to get the exit visa (telex), and how Traveliscope handles the entire process for you in 3–4 business days.

Under Decree No. 233 (signed 24 June 2026), foreign nationals who violated Kyrgyzstan’s migration law may voluntarily leave between 1–31 July 2026 with no fines or penalties. You apply for an Exit Visa (Telex) at evisa.e-gov.kg with three documents: a white-background photo, a passport copy, and an MIA letter from your local police station. Traveliscope processes the full exit-visa package in 3–4 business days — and helps employers legalize their workers. WhatsApp us now; prices are negotiable.
What Is the Kyrgyzstan «Green Corridor» of July 2026?
On 24 June 2026, the President of the Kyrgyz Republic, Sadyr Zhaparov, signed Decree No. 233, launching a one-time legalization campaign for all foreign citizens and stateless persons who are in Kyrgyzstan in violation of migration law.
The campaign runs from 1 July to 31 July 2026 — exactly 31 days. Media outlets are calling it a «Green Corridor» because it lets people with migration violations exit cleanly: no administrative fines, and no fee for the exit visa. The decree comes into force on the day of its official publication.
This mirrors the voluntary-exit window Kyrgyzstan ran in 2025, with the same document requirements. The mechanism is proven and the authorities treat it seriously — but the window is short, and there are no extensions.
Green Corridor vs Legalization — Know the Difference
People often confuse two very different things. Despite the word «legalization» in the decree, this campaign does not give you the right to stay in Kyrgyzstan:
Legalization means fixing your status while remaining inside Kyrgyzstan — for example, switching to a new employer without leaving the country.
The Green Corridor is the opposite. It is for foreign nationals who are currently illegal in Kyrgyzstan to leave the country cleanly — either returning to their home country, or crossing into a nearby country such as Uzbekistan, Kazakhstan or Azerbaijan — without fines or penalties.
So the July 2026 window is an exit opportunity, not a way to stay. If your goal is to keep working in Kyrgyzstan legally, use the work-permit path described below.
Who Qualifies for the Amnesty? Check Your Situation
The relief applies to foreign nationals who have at least one of the following:
- ✔ Expired visa or residence permit — your entry visa or вид на жительство (ВНЖ) has run out
- ✔ Cancelled residence permit — your residency permit has been revoked
- ✔ No or delayed registration — you did not register at your address on time
- ✔ No work permit or other documents confirming the legality of your stay
- ✔ Expired permitted period of stay — your visa-free or visa-on-arrival days ran out
- ✔ Purpose mismatch — the actual purpose of your stay does not match what you declared at entry (e.g., entered as a tourist but stayed to work)
The Green Corridor gives you the right to leave without a fine. It does not extend your stay or regularize your status inside the country. If you remain after 31 July 2026 with invalid documents, you face full administrative fines, detention, and possible deportation. Act now — do not wait until the last week of July.
How to Get Your Exit Visa (Telex) — Step by Step
To leave Kyrgyzstan under the amnesty you need an official Exit Visa (Telex). Without it, border control will stop you at any checkpoint — including the Uzbekistan crossing. Here is the official process:
- Get the MIA letter from your local police station. Visit the nearest subdivision of the Kyrgyz Ministry of Internal Affairs (МВД / MIA) and request the official letter authorizing your departure under the July 2026 amnesty. The evisa portal will not approve your application without it.
- Get a white-background photo. One compliant photograph with a white background, standard visa format. Any photo shop in Bishkek can do this in 15 minutes — or we arrange it for you as part of our package.
- Make a clear passport copy. Scan or photocopy the main page of your passport (photo + personal details). Blurry copies cause rejections and delays.
- Apply online at evisa.e-gov.kg. Submit the Exit Visa application at evisa.e-gov.kg and attach all three documents. During the amnesty, the exit-visa fee is waived for voluntary departures.
- Receive the telex and depart. Once approved, you receive the exit visa electronically. You must then leave Kyrgyzstan — via Manas airport or a land border such as the Osh–Andijan crossing into Uzbekistan. The telex is valid at all official exit points.
We arrange a compliant visa photo for you in Bishkek the same day — it is included in our exit-visa service. Just message us on WhatsApp.

If you run a business in Kyrgyzstan and employ foreign workers without valid permits, this amnesty is also your opportunity. Right now, your workers can exit cleanly — with no fines against them and no enforcement exposure for you. After 31 July, the picture changes completely: raids, fines on the employer, blacklisted workers, and stalled projects.
The smart move is to use this window to reset your workforce onto a fully legal footing:
- ✔ We exit your out-of-status workers cleanly under the amnesty (no fines).
- ✔ We register your company on the State Migration Service portal and obtain your foreign-labour quota.
- ✔ We file the Unified Work Permit (Единое разрешение) for each worker — invitation letter, guarantee letter, tax letter, ИНН/ПИН.
- ✔ Your workers re-enter on a proper work visa and are 100% legal from day one.
You keep your trained team, you sleep at night, and you never again risk a six-figure fine over paperwork. Don’t wait for an inspection to force your hand — fix it now, while the law is on your side.
After You Exit: Come Back to Kyrgyzstan the Legal Way
Leaving under the Green Corridor is not a ban — it is a clean exit. Most South Asian nationals (Pakistani, Indian, Sri Lankan, Bangladeshi) can re-enter Kyrgyzstan legally within days with the right documents. You have two main paths:
Path 1 — Tourist or Entry Visa (Return Quickly)
If you want to return without a job lined up, apply for a standard entry or tourist visa at evisa.e-gov.kg from outside the country — usually a few business days. Traveliscope can prepare and submit your visa application; contact us for current pricing (negotiable).
Path 2 — Work Visa + Open Work Permit (Return Legally to Work)
If you plan to work, your employer first obtains a Unified Work Permit (Единое разрешение) from the State Migration Service via evisa.e-gov.kg. Once the permit is issued in your name, you enter on a work visa and are legal from day one. See our full work-permit processing service. Tip: contact us before you exit so we can start the permit paperwork immediately — the initial permit takes around 2 months.

Frequently Asked Questions
Can I come back to Kyrgyzstan after leaving under the July 2026 amnesty?
Yes. Leaving voluntarily under Decree No. 233 does not create a ban or blacklist. After you exit, you can apply for a new entry visa or work visa from your home country and return legally. Traveliscope can begin processing your new visa or work permit before you even leave.
How long does the exit visa (telex) take to process?
When Traveliscope handles it, the full exit-visa package takes 3–4 business days from the time we have your documents. Doing it yourself depends mainly on how quickly you obtain the MIA letter. Given the hard 31 July deadline, start as early as possible — do not wait until the last week.
What is a telex and why do I need one to exit?
A telex (exit-visa telex) is the official electronic authorization from the State Migration Service confirming you may leave. If you are in overstay or have a migration violation, you cannot simply walk through the border — you need this clearance first. Without it, border control at Manas airport and land borders (including the Uzbekistan crossing) will stop and may detain you.
I own a company — how do I legalize my foreign workers?
Use the amnesty window to exit any out-of-status workers cleanly, then re-hire them legally. Traveliscope registers your company on the State Migration Service portal, secures your foreign-labour quota, and files a Unified Work Permit for each worker (invitation letter, guarantee letter, tax letter, ИНН/ПИН). Your workers re-enter on a work visa and are fully legal from day one. WhatsApp us to start.
What documents do I need for the exit-visa application?
Exactly three: (1) one white-background photo in standard visa format, (2) a clear copy of your passport photo page, and (3) a letter from the Kyrgyzstan Ministry of Internal Affairs from any local police station. Traveliscope arranges the photo and assists with the MIA-letter coordination as part of the service.
Can I exit through the Uzbekistan border during the amnesty?
Yes. Once your telex is approved you can depart from any official exit point — the Osh–Andijan crossing into Uzbekistan, the Bishkek–Tashkent route, or Manas International Airport. The telex is valid at all official checkpoints. We can advise the best route for your situation.
