How to Get Your Exit Visa (Telex) — Step by Step

To leave Kyrgyzstan under the amnesty you need an official Exit Visa (Telex). Without it, border control will stop you at any checkpoint — including the Uzbekistan crossing. Here is the official process:

1. Get the MIA letter from your local police station. Visit the nearest subdivision of the Kyrgyz Ministry of Internal Affairs (МВД / MIA) and request the official letter authorizing your departure under the July 2026 amnesty. The evisa portal will not approve your application without it.
